
DVSA MOT test rule changes are to be trialled in a bid to cut back on fraud
Many MOT test centres are being urged to take part in a series of tests this year, in a bid to cut down on garage fraud in a major DVSA update that’s likely to impact motorists.
The DVSA said this new prototype feature will see MOT test centres and garages take images of vehicles before they undertake MOT tests.
These photographs will act as evidence that a test has really been completed, cutting back on the number of fraudulent ghost MOTs.
This will eliminate somebody trying to cheat the system and issue a valid certificate when the car hasn’t even been tested (Ghost MOT). Doing this puts motorists at risk with potentially dangerous and non-road worthy vehicles being put back onto the roads without getting properly checked.
The DVSA said: “We know ghost MOTs account for nearly 80% of all fraudulent MOTs, making it a clear area for us to tackle.
“Knowing if a vehicle is where it should be at the time of test should reduce the number of MOTs carried out when the vehicle isn’t present, or isn’t the same vehicle as the details being entered into MOT Testing Service (MTS).
“Potentially, both authorised examiners and DVSA will be able to see the images stored against the test record, and this will help all of us to crack down on fraud.
“It will enable us to focus our efforts on helping garages do the right thing, but also free up time to focus on those who are not and deal with them accordingly.”
After the DVSA undertaking a series of original trials to see how image-capturing software could work last year, chiefs admitted they had come across a few issues. The system has now been simplified and it has made it much more safe and secure.
The new technology will see MOT testers take a photo of the vehicle in the testing bay after entering the number plate or VIN, all photos should include all of the front or back of a vehicle including a clearly visible registration number.
These images will then be saved against the vehicle record before mechanics can carry out the MOT test as normal.
The DVSA has stressed it wants to trial its new image capture technology at garages across the UK and have urged MOT Test Centres and garages to apply.
“All the feedback will be reviewed to determine whether this technology is something that could be formally introduced”, said the DVSA.
